This is some old super hero. I don't know crap about him, really. He was around during WWII, and apparently he showed up in the '90s Spider-Man cartoon at some point, except he suddenly had sonic voice powers, whereas before he just tricked bad guys into thinking he was scary by using a machine to amplify his voice a bit. ...alright.
